Deputy Human Rights Ombudsman Miha Horvat attended the Leadership Forum 2025, organised by the European Network of National Human Rights Institutions (ENNHRI) in Brussels on 25–26 September 2025. The event was entitled Navigating a new landscape for European NHRIs and aimed to exchange experiences, knowledge and find solutions to common challenges among representatives of national human rights institutions.

The forum focused on issues related to new challenges in the field of human rights protection in Europe, the increasing polarisation of society, and the need to strengthen the resilience of institutions. Participants discussed in small groups the future strategy of ENNHRI, responses to political pressures, the dangers of disinformation, challenges in resourcing, and possibilities for closer cooperation with European institutions. Special attention was also paid to the opportunities brought by new technologies, including artificial intelligence.

Deputy Ombudsman Horvat participated in discussions on how national institutions can more effectively maintain their role as human rights ombudsmen in challenging situations and how the ENNHRI network can focus even more on supporting its members in the future. The Leadership Forum 2025 was an opportunity for participants to strengthen mutual cooperation, solidarity, and exchange practical approaches for effective operation in uncertain and often challenging environments.
